Shanghai Unveils 2026 Action Plan to Advance World-Class Business Environment
Shanghai has launched its latest action plan to further strengthen its business environment, building on its existing leadership in 22 World Bank business environment indicators. The “Shanghai Action Plan to Accelerate the Creation of a World-Class Business Environment (2026)” aims to foster a top-tier ecosystem for business, energize market entities, and boost the city's appeal to high-end domestic and international resources.
Chen Jining, Shanghai's Party Secretary, emphasized that during the 15th Five-Year Plan period (2026–2030), the city will continue to treat business environment optimization as a key driver of high-quality development. Efforts will focus on deepening high-level opening-up, attracting leading enterprises and talent globally, and unleashing greater innovation and creativity.
This edition marks the ninth consecutive year Shanghai has issued such a plan. It outlines 26 tasks across four key areas, characterized by more targeted measures and concise wording compared with previous versions. Kong Yuan, Deputy Director of the Business Environment Construction Division at the Shanghai Municipal Development and Reform Commission, noted that the plan reflects a pragmatic and locally adapted approach, with a more streamlined structure than last year's.
Lu Ming, a professor at Shanghai Jiao Tong University's Antai College of Economics and Management, highlighted Shanghai's role as an international metropolis in pioneering business environment improvements. Successful practices here, he said, can be replicated elsewhere in China, demonstrating the country's ongoing commitment to reform, opening-up, and investment facilitation.
