Cambodia and Laos Officially Launch Phase II of Cross-Border QR Code Payments
The National Bank of Cambodia (NBC) and the Bank of the Lao PDR (BOL) officially launched Phase II of cross-border QR code paymentsbetween the Kingdom of Cambodia and the Lao People’s Democratic Republic on 19 December 2025in Phnom Penh.
The launch ceremony was presided over by Her Excellency Dr. Chea Serey, Governor of the National Bank of Cambodia, and Her Excellency Bounkham Vorachit, Governor of the Bank of the Lao PDR.
Phase II of the cross-border QR payment initiative enables Lao citizens traveling in Cambodia to make payments for goods and services by scanning KHQR codes, using mobile banking applications provided by banking and financial institutions in the Lao PDR. The service allows users to complete transactions without carrying cash or exchanging currencies.
Under this phase, payments can be made to merchants across Cambodiathat accept KHQR, Cambodia’s national QR payment standard.
Launch aligned with annual bilateral central bank meeting
The official launch followed the 2025 Annual Bilateral Meetingbetween the National Bank of Cambodia and the Bank of the Lao PDR, which was held on the same day in Phnom Penh under the presidency of Governor Dr. Chea Serey and Governor Bounkham Vorachit.
The meeting aimed to strengthen and expand cooperation between the two central banksin order to further develop and enhance the banking sectors of both countries.
Senior officials from both central banks exchanged views on macroeconomic conditions, monetary policy implementation, banking sector developments, and exchange rate managementin Cambodia and the Lao PDR. The two sides also reviewed and assessed the progress of past bilateral cooperation, with particular emphasis on developments in cross-border payment systemsand priority areas for continued cooperation in the coming year.
Additional cooperation agreements
Following the meeting, the Governors of both central banks presided over the official launch of Phase II of cross-border QR code paymentsand the signing ceremony of a Memorandum of Understandingbetween Credit Bureau Cambodia (CBC)and the Lao Credit Information Company (LCIC), aimed at promoting cooperation between the two institutions.
