At No. 8 Haiwan Road in Shekou, Shenzhen, the Value Factory—a project under China Merchants Shekou—is undergoing its third industrial transformation as part of the "Qianhai-Shekou Low-Altitude Economy Themed Industrial Park" (Phase I).
The park, operated by China Merchants Shekou under the principle of "minimizing demolition, utilizing existing structures, and accelerating development," is designed to integrate three core aspects: smart manufacturing services, scenario applications, and ecological synergy. It focuses on key industries such as low-altitude aircraft manufacturing and operational support, aiming to establish a comprehensive low-altitude economy industrial chain.
To date, several key enterprises—including Zero Gravity Aircraft Industries, Beidou Fuxi, SF Fenganng, Zexin Future, Yingwu Aviation, and Annuo Aircraft—have signed agreements to settle in the park. A cohesive industrial framework encompassing R&D, manufacturing, and application is rapidly taking shape.
The park repurposes industrial heritage sites, such as the former Guangdong Float Glass Factory built in the 1980s. In June 2024, it was officially repositioned as the "Qianhai-Shekou Low-Altitude Economy Themed Industrial Park" and has since been listed as one of Shenzhen’s Top Ten Low-Altitude Economy Industrial Parks.
This initiative aligns with the Shenzhen government’s work report in January 2024, which outlined goals to build a low-altitude economic hub and establish a national low-altitude economy industrial demonstration zone. In response, China Merchants Shekou partnered with China Telecom Shenzhen and CITIC Offshore Helicopter to propose the "Qianhai-Shekou Low-Altitude Economy Pilot Zone."
In May 2025, the "Aerial Tour of Shekou" helicopter sightseeing route was launched, allowing residents and tourists to take off from Sea World and fly over landmarks such as K11 and the Sea World Culture and Arts Center, offering a unique perspective on Qianhai’s evolution and scenery.
In November, China Merchants Exhibition Group organized the 2025 High-Tech Fair Low-Altitude Economy Exhibition, attracting 200 leading companies. The exhibition is set to expand to 20,000 square meters next year, with an additional international zone.
Leveraging its strengths in spatial optimization, industrial chain integration, and synergy as a central state-owned enterprise, China Merchants Shekou is driving the park toward a closed-loop ecosystem of "manufacturing and flying," injecting new momentum into Qianhai’s low-altitude economy development.
